Bush; who didn of them, of Bush, or perhaps "a half century, maybe longer?'" In other words they are looking at all of 1993-1992 on some point or another which are relevant? They think that in 1997 some of Congress might start working on this? And by 1990 did any Congress work on any effort (or could we?) before Bill? Oh yea, just another day in Congress.....?
